How to remove and contain Lead Paint in an old building?

There are three ways to handle a Lead Paint problem in a building:

1- Lead Paint Encapsulation:
which is essentially painting over the existing paint to contain the problem and stop Lead paint dust from spreading in the air.
2- Lead Paint Stripping: where the workers scrape the Lead paint off of the walls and repaint them with lead free paint, certain elements like mantels or doors would be stripped down and taken off site to a dip shop where they would be chemically immersed and treated and come back as raw wood and repainted safely.
3- Lead Paint Replacement: where all elements that have lead paint present in them would be completely replaced by new Lead Free window components.
Picture
Lead Paint removal Contractors in Boston would combine all three techniques to achieve a Lead safe space depending on the budget of the client, so for example Our Team would scrape all elements which are accessible to kids and susceptible to chipping and cracking such as baseboard corners which would be scraped back to bare wood, we will only scrape the corner joints where they are most prone to chipping and being beaten especially by children, while the rest of the baseboard would be dealt with by encapsulation. During the scraping process we continually clean the surface with a HEPA vacuum, which is a special vacuum that traps all the lead dust. Some areas of an old building that have been treated using horsehair plaster are a real health hazard and sometimes the deterioration of the paint and the walls would not allow for scraping. In those cases it is either taking down the walls completely or covering them with new drywall and new paint. With more ornamental pieces like mantels and doors that have too much craftsmanship and details, too expensive to replace or to scrape by hand; the wood is taken to a dip shop and chemically stripped of the paint and reduced back to raw wood and repainted. After all treatment is done and before any further inspection we perform a deep cleaning job on the property, HEPA vacuuming, TSP washing and making sure everything is more clean than it ever was on the property and we are ready for another Lead paint inspection and we are sure of our lead safe status.

Lead Safe Homes Massachusetts

What do lead inspectors do? What are we looking for?

Picture
Lead paint inspectors in Boston main objective is make sure that all living environments are lead free and Lead safe in Boston MA.
We want to ensure that you kids are not accidentally being exposed to Lead paint dust and ingesting it potentially exposing them to all sorts of health risks.

Picture

Where the most lead paint dust is usually found in homes?

You guessed it, in the windows. And the reason why you will find it more in and around the windows, in the window well in particular, is because in houses that were built before 1979 as the windows open and close they are scraping off the paint in and around them which causes lead dust to accumulate on the window sills and in the area close to the window. So kids of a certain height can get all that lead paint dust on their hands and end up ingesting it, this doesn’t happen once or overnight, it is a slow process of constant exposure that builds up lead levels in the kids’ system over time to potentially dangerous levels leading to lead poisoning that leads to horrible neurological diseases and development issues and if you are a property owner you are legally open to being sued if a tenant shows symptoms of lead poisoning while they are staying in your property.
So a typical home Lead paint inspection in Boston is done by going into a property and going into every room that has a window and testing for lead paint and lead dust using XRF guns to make sure lead levels are consistent with the federal limit to recognize your property as lead safe which is 1mg/cm2.

What is the difference between Boston Lead Safe Homes and Boston Lead Free Homes?

A Lead free building in Boston MA is a property that had no lead present in any of the building components, while a lead safe home means that the owner has done everything to combat the risks of lead paint and dust, they have addressed any issues that could present a health risk for tenants and is compliant with the federal limit for lead. All paint chipping or peeling have been resolved and the home passes a lead paint test in Boston complying with the state of Massachusetts laws and regulation regarding Lead Paint.

Lead Testing Methods:

Picture

Chemical Spot Lead Testing- Lead Check

The easiest and cheapest way of lead testing would be using the chemical spot lead test such as lead check, it is very simple to use, you make an incision in the layer of paint you want to inspect using a knife or a box cutter at a 45 degree angle to cut through the most layers of paint, you need to choose the thickest layers of paint on a surface.
Picture

Lead Paint Chip Lab Test

This is the lead testing process whereby you take a chip of paint and send it to a lab for analysis, it is by far more accurate but it is also very lab specific, so before doing this you need to make sure that you have a relationship with a NLLAP certified lab which would be a lab that certified by the National Lead Laboratory Accreditation Program. Prior to beginning this process, the NLLAP lab will provide you with the proper forms, containers and instructions for collection and shipping.
Picture

Chemical Spot Lead Testing- D-LEad

Another chemical spot testing method for lead paint testing in Boston that is recognized by the EPA is the D-lead testing kit, it is trickier to use than lead check kit as it involves taking a sample of the paint and placing it in the test vial then adding 5 drops of a chemical reagent; we then proceed to shake it up and watch for the color change as the liquid in the test vial goes from clear to a darker color.
Picture

X-Ray Fluorescence Gun Lead Test

the X-Ray Fluorescence (XRF) Lead test, this process is performed using an X-ray gun to test multiple area and generate instant and accurate results in a quick manner. Boston Lead removal are licensed EPA lead inspectors and all our technicians have lead risk assessors certification in the state of Massachusetts to perform and use the X-ray gun lead inspection device.

Lead Inspection of the exterior of a building in  Boston, MA

Picture
As certified lead paint inspectors in Boston, MA and Licensed lead paint inspectors Massachusetts, we look for potential soil hazards within the drip line of your property, the drip line is the area within 3 feet surrounding the whole perimeter of your property unit not just not just the sides that have gutters; impermanent surface coverings may be used to isolate lead contaminated soil or bare soil. Acceptable forms of impermanent covering includes: gravel, bark and sod.
The type of impermanent covering selected should be designed to withstand the reasonably expected traffic; for example, if the area treated expects heavy foot traffic then grass and sod are not acceptable means of covering. When lose forms of covering such as gravel or bark are used, they should be applied in minimum depth of 6 inches., adequate controls to prevent erosion should be used in conjunction with impermanent coverings.

Containment in Exterior Lead paint Removal in Boston

Picture
There are several options for exterior containment on a home or a building with lead based paint, in complying with the EPA’s renovation, repair and painting rules and the Department of energy’s LSW rules we need to contain the dust that we create on the jobsite while working on a building that had tested positive for lead based paint. Under the RRP Rule if we are disturbing 20 square feet or more of material that is positive for lead based paint, we are required to put some form of containment. However, under the LSW rule, we are always required to put up containment regardless of the size. The bear minimum that fulfills both rules is to lay out 10 feet of plastic in all directions.
A Licensed lead paint inspector Massachusetts has received all the proper training and has the know how to execute any type of containment depending on the situation.

External Containment For Lead Paint Dust

Containment in Lead Paint Removal in Boston MA depends on the following parameters:
  1. The presence of inclement weather, including rain, snow, sleet or especially wind.
  2. The proximity of the job to another property line, if we can’t get 10 feet out of plastic covering then we have other containment measures to follow.
  3. The type of job we’re doing and the tools we are going to be using to accomplish that task.
  4. The duration of the job. As in how long our containment setup be in place.

Level 1 Containment: Troughs

Picture
In more windy conditions, we are going to be using a trough, troughs are a great tool as they can be made of any material and they provide excellent Lead Paint dust containment and they can be adjusted to fit your specific working area. Layer the trough with plastic and you create a kind of a tray around your working area that would capture Lead paint dust and prevent the wind from dispersing further out from your site.

Vertical Containment: The Lean-to

Picture
In the case that we can’t get 10 feet of plastic around our jobsite due to proximity issues, then our team at Lead Paint Removal Boston would resort to vertical containment in the form of a “Lean-to”. The lean-to is essentially building a totally covered and isolated working area which would also be helpful under rain fall or snow and windy conditions to ensure that our Lead Paint removal team is always safe and compliant.

Vertical Containment: Wall Tent

Picture
Another type of containment is simply building a 2*4 framed wall tent, this is a great form of containment as it uses material that is normally just laying around on a jobsite and can be built, dismantled and rebuilt with relative ease. This is another example of a vertical containment, being square it is easier to build than the Lean-to and it is even stronger in high winds and provides great containment during Lead Paint removal Jobs.

Containment in Interior Lead paint Removal in Boston

The level of containment required by the EPA and Department of energy when working within the interiors of buildings built prior to 1979 depends on the amount of disturbance or the scope of job; usually measured by square foot to be disturbed/one room of a home that is painted with lead-based paint in Boston, MA.

Level 1 Containment (lower level)

Level 2 containment

  1. Level 1 containment (lower level) is to be used when the disturbance is less than 6 square feet/Room and will result in limited amount of lead paint dust; an example of level 1 containment would be taping up a plastic bag under a thermostat or a wall plug that you intend to change or repair along with taping some plastic to the wall underneath you working area just to catch what little paint dust that this disturbance is going to cause.
Picture
Picture
Picture
Level 2 containment is required whenever the disturbed area is either equal to or more than 6 square feet/Room, or if you are working on windows or window components, or any activity that would result in a moderate amount of lead paint dust due to disturbance; Level 2 containment is required. An example of level 2 containment would be laying a minimum of 6 feet of plastic from the edge of our working area in all directions. If the Jobsite is close to living space, working on an elevated area such as a window and the job will require some high speed tools, then we need to set up full vertical containment to prevent the spread of Lead paint dust and make our Lead paint removal job as safe as possible.
